On the 11th, October, a telegram was despatched to the Crown Agents to the effect that the pumping machinery was urgently required and that Hessrs. Simpson must make arrangements for its completion. On the 26th. October, L second telegram was sent asking for a reply and representing the urgency of the matter, and on the 27th. October, a reply was received stating that Messrs. Simpson were instructing their Shanghai Agent, Mr. Norman, to visit Hongkong.

11. Mr. Norman arrived here on the 3rd November and immediately proceeded to make arrangements for carrying out the test. During some preliminary tests, however, ka discovered that the steam jacket of the intermediate-

-pressure cylinder of one of the engines was so badly

cracked that the engine could not be run until a new one had been fixed. He also discovered that the low-pressure

cylinder of the other engine wa slightly cracked and that

one of the stean-valves was damaged. He reported these

defects on the 28th. November. Pending the arrival of the

necessary new parts, for which he telegraphed to MessTE.

Simpson, the slightly cracked cylinder was patched and the

damaged steam-valve was replaced by the drresponding valve

from the other engine, thus enabling one engine to be run.

This engine has been run practically continuously since it

was started.

12. In view of the difficulty of obtaining machinery of

any kind from England at the present time, a telegram was

sent by Government to the Secretary of State for the

Colonies on the 4th. December requesting that every facility

should be granted to Messrs. Simpson to replace the damaged

parts as they were essential for the maintenance of the

Colony's water supply and on the 19th. December a reply was

received to the effect that arrangements for shipment of

the new parts would be made as early as possible and that
